6 December, 1922.

ORGANIZATION OF NAVAL FORCES

     1.   Such parts of Navy Regulations as conflict with this order will be corrected by "changes in Navy Regulations" to be issued later. General Order No. 30 of 5 January, 1921, is hereby cancelled.

     2.   The principal naval force of the United States is hereby organized as "The United States Fleet."

     3.   Forces not assigned to the United States Fleet will be organized as separate commands, as follows:-

(a)  Asiatic Fleet
(b)  Naval Forces, Europe
(c)  Special Service Squadron
(d)  Submarine Divisions, Atlantic
(e)  Submarine Divisions, Pacific
(f)  Naval District Forces

The United States Fleet

     4.   The United States Fleet will be under command of an Admiral, with the title of "Commander-in-Chief, United States Fleet." It will be composed of the following Fleets and forces:

(a) The Battle Fleet - under command of an Admiral with the title of "Commander-in-Chief, Battle Fleet", and composed of -

(1)  Battleship Divisions (under a Vice Admiral)
(2)  Light Cruiser Divisions
(3)  Destroyer Squadrons
(4)  Aircraft Squadrons
(5)  Submarine Divisions (as may be assigned).

(b) The Scouting Fleet - under command of a Vice Admiral with the title of "Commander Scouting Fleet", and composed of -

(1)  Battleship Divisions
(2)  Light Cruiser Divisions
(3)  Destroyer Squadrons
(4)  Aircraft Squadrons
(5)  Submarine Divisions (as may be assigned)
(6)  Train (as required when separated from Fleet Base Force).

(c) Control Force - Under command of a Rear Admiral with the title of "Commander Control Force", and composed of -

(1)  Cruiser Divisions
(2)  Destroyer Squadrons
(3)  Mine Squadrons.


(d) Fleet Base Force - under command of a Rear Admiral with the title of "Commander Fleet Base Force," and composed of -

(1)  Mine Squadrons
(2)  Destroyer Squadrons
(3)  Aircraft Squadrons (when available)
(4)  Train.

Forces Not Assigned to the United States Fleet

     5.   Asiatic Fleet - to be commanded by an Admiral with the title of "Commander-in-Chief, Asiatic Fleet", and composed of such vessels as may be assigned by the Department.
          The geographical limits of the command of the Commander-in-Chief, Asiatic Fleet, shall include the Western Pacific and the Indian Oceans, and tributary waters. The eastern limit shall be the 160th meridian south of latitude 50º North, and the 160th meridian east of Greenwich north of latitude 50º North. The western limit shall be Asia, Africa, and South of Africa, the 20th meridian East of Greenwich.

     6.   Naval Forces Europe - to be commanded by a Vice Admiral, with the title "Commander, Naval Forces, Europe", and composed of such vessels as may be assigned.

     7.   Special Service Squadron - to be commanded by a Rear Admiral, with the title "Commander Special Service Squadron"; and composed of such vessels as may be assigned.

     8.   Submarine Divisions, Atlantic - to be commanded by a Rear Admiral (or Captain), with the title "Commander, Submarine Divisions, Atlantic", and composed of all submarine divisions in the Atlantic (including the Canal Zone).

     9.   Submarine Divisions, Pacific - be commanded by a Rear Admiral (or Captain), with the title "Commander, Submarine Divisions, Pacific", and composed of all submarine divisions in the Pacific, except those of the Asiatic Fleet.

     10.   Naval District Forces - to be under the command of the commandant of the naval district to which assigned.
