MEASURE 21 All odd cruiser divisions, DD squadrons, DE divisions.

MEASURE 22 All even cruiser divisions, DD squadrons, DE divisions.

3.     By reference (c), Commander Service Force, Pacific Fleet, desired that measure 21 be applied to all carriers as assigned to Commander, Carrier Transport Squadron, Pacific Fleet.

4.     In order to reduce visibility of vessels already painted in measure 31, 32, or 33 patterns, in advance of overall repainting, it is desired that the following measures be accomplished in this order of priority:

       (a)  Discontinue countershading.
       (b)  Paint Ocean Gray (5-O) on areas now painted White (5-U), Pale Gray (5-P), Light Gray (5-L) or Haze Gray (5-H).
       (c)  Paint Navy Gray (5-N) on areas now painted Black.

No change prior to change in measure is desired on vessels painted 31a (Haze Gray (5-H), Ocean gray (5-O), and Navy Blue (5-N)).

5.     The definition of measure 12, 21, and 22 as outlined in reference (d) has been modified to conform with changes in paint specifications forwarded by reference (e) as follows:

MEASURE 12.

Apply a horizontal band of #7 Navy Gray (5-N) for the entire length of the hull from the boottopping to the height of the main deck at its lowest point (on carriers to the height of the hangar deck). Above this level apply #17 Ocean Gray (5-O) to vertical surfaces including superstructure, stacks, and masts. In the absence of boottopping, extend lower band from light load line.
