All Supervisors of Shipbuilding, USN.
SUBJECT:     Camouflage Painting of New Construction and Conversions.

References:
 (a) BuShips ltr A10/S19-4(341) EN28/A2-11 dated September 10, 1941. (S19-4 = Preparation processes.)
 (b) CinCpac conf. ltr S19/50, Serial 01445, dated September 13, 1941.
 (c) CinClant conf. ltr A2-11/S19/FF13 (0722) dated July 19, 1941, as modified by CinClant despatch 260110 of July 1941.

     1.     Paragraph 3(c) of reference (a) stated that camouflage measures would be designated about three months before the probable date of delivery of the vessel after reference to Forces Afloat. Subsequently, the Commander-in-Chief of the Pacific Fleet, in reference (b), has informed the bureau that the following measure is preferred for vessels under his command:

  (a)   All vertical surfaces above the top of boot-topping are to be painted sea-blue, 5-S, including top masts.
  (b)   All horizontal surfaces, both wood and metal, are to be painted deck-blue, 20-D, (It was actually 20-B, as this correction indicates) except on flight decks of airplane carriers, for which special instructions will be given.
  (c)   Canvas covers visible from outside the vessel are to be dyed a color corresponding to deck-blue.

The foregoing will be included in the new camouflage instructions as Measure No. 11.

     2.     The Commander-in-Chief of the Atlantic Fleet, in reference (c), has stated that vessels of the Atlantic Fleet are to be painted as follows:

      Vertical surfaces
(a)   From top of boot-topping to main deck (first continuous sheer line) sea-blue, 5-S.
(b)   From top of sea-blue to the level of the top of all superstructure masses, ocean-gray, 5-O.
(c)   Above the level of the top of the superstructure masses, haze-gray, 5-H.
(d)   All horizontal surfaces, both wood and metal, are to be painted deck-blue, 20-D, (It was actually 20-B, as this correction indicates) except on flight decks of aircraft carriers, for which special instructions will be given.
(e)   Canvas covers visible from outside the vessel are to be dyed a color corresponding to deck-blue.

The foregoing will be included in the new camouflage instructions as Measure No. 12.

     3.     Vessels operating under the Chief of Naval Operations will be painted with Measure No. 12.

     4.     It is not the intention of these instructions to extend the general use of camouflage measures to Naval District vessels (Tugs, yard craft, etc.)as yet, unless special conditions make it desirable to do so.
