   CONFIDENTIAL

     1.   Reference (a) requires the color Sea Blue (5-S) to be used in Measure 12. Reference (b) modifies reference (a) by substituting a darker shade called Navy Blue (5-N) for Sea Blue in this measure for vessels of the Atlantic Fleet. Sea Blue (5-S) is made by the addition of ten pints of tinting Formula 5-TM to the basic paint Formula 5-U, while Navy Blue (5-N) requires the addition of fifteen pints of the same tinting material. Reference (b) prescribes also a somewhat more extensive use of splotch painting than is prescribed by reference (a).

     2.   Reference (c) is, therefore, modified as follows:

          Vessels which have been slated to join the Atlantic Fleet and which are to be painted with Measure 12 should be painted initially as required by reference (b), paragraphs 2 and 3, in order to avoid the necessity for subsequent repainting. Reference (b) reads in part as follows:

"2. Ships of this Fleet will paint in accordance with camouflage instructions contained in reference (a) as follows:

  "(a) Submarines - measure 9.
"(b) Surface ships (except hospital ships and CONSTELLATION) -measure 12, using Navy Blue, 5-N paint, in lieu of Sea Blue, 5-S paint.
"NOTE The color Navy Blue is designated by formula 5-N and is produced by adding 15 pints of tinting material, formula 5-TM, to 5 gallons of untinted white base, formula 5-U.

"3.   Splotches of irregular form shall be painted:
"(a) on director towers, control stations, bridges, turrets (mounts) and smoke pipes of surface ships to break up surfaces and corners of surfaces useful in estimating course angles, especially those which are vertical.
 
"NOTE These splotches should be of Haze Gray color and not more than about 1/3 of the area of the surface in question.
 
"(b) on the hull and adjacent superstructure of ships, as practicable, to make the dividing line between Navy Blue and Ocean Gray other than regular.
 
"NOTE These splotches should be obtained by extending the Navy Blue paint into the designated Ocean Gray paint area and vice versa. They should be about 1/3 the area of a rectangle 12 feet high by 20 feet long."
